The Ukraine-EU Association Agreement: Can there be European modernization without European integration?

The European Commission has approved a draft resolution on signing the Association Agreement with Ukraine. However, the ultimate position regarding such a signing has not been stated by the EU. Although President Viktor Yanukovych is optimistic about the Agreement being signed this November, European diplomats note that Ukraine still needs to meet all the requirements regarding the amendment of electoral legislation, the rejection of selective justice, and the implementation of economic reforms.

Still, even if Ukraine fulfills all these requirements and the Association Agreement is signed, this will not ensure that the country is given status as a candidate for membership in the EU.

The KOLO club and the International Center for Policy Studies invite you to join us for an expert discussion called "The Ukraine-EU Association Agreement: Can there be European modernization without European integration?" The expert discussion took place May 23, 2013.This roundtable addressed three key issues:

  • What price will Ukraine pay if the Association Agreement is not signed? What about the EU?
  • How likely is Ukraine to meet the current requirements?
  • How can the signing of the AA be ensured if Ukraine only partly fulfills the requirements regarding changes to electoral legislation, selective justice and economic reforms?

Our special guest will be Amanda Paul, analyst from the European Policy Center, a Brussels-based think-tank.

Amanda Paul, a British national, is an analyst and journalist with a background in geopolitics and foreign policy. In her capacity as Policy Analyst, she coordinates the EPCs Eastern Promises Project and Turkish Insights Initiative. Amanda has particular expertise in Turkish Foreign Policy, Ukraine, the South Caucasus and the Cyprus problem, regularly writing and speaking on these topics.

Amanda is also an experienced journalist and writes a column for the Turkish daily "Today's Zaman" on issues related to Turkey, Russian Foreign Policy and the Eurasia region. In addition, she is frequently engaged as an independent expert on issues related to the Eurasia region. Prior to joining the EPC, she worked at the Centre for European Policy Studies (CEPS) and Türk Henkel in Istanbul, Turkey.
